| Abstract |
The “EU-AI Act,” which was established in the EU on May 21, 2024, and came into effect on August 1, is attracting attention as a comprehensive regulation concerning the development and use of AI technology.
The EU AI Act includes regulations for general-purpose AI models. The European Commission’s AI Office is currently conducting a public consultation on guidelines for these models, where anyone can submit comments on key topics such as what qualifies as a regulated model, when a model is considered “provided,” and the conditions for open-source recognition.
A key consideration is that the Act may apply extraterritorially, meaning companies that fine-tune and use AI models internally could also be regulated as “providers,” even if they don’t develop the models. This may impact many Japanese companies.
This is a rare opportunity to directly influence the operational guidelines of the EU AI Act. Participation is open to individuals, organizations, and companies, providing a chance for Japanese companies to voice their positions and concerns.
We look forward to the participation of companies, research institutions, and development communities involved in the development, provision, and distribution of AI-related technologies as an opportunity to deepen understanding of the “Brussels Effect” brought about by EU regulatory trends and its impact on Japan.
